選擇法人登錄,登錄名和密碼為高新技術企業認定時注冊的賬號和密碼。如無法登錄,說明該公司已在科技部政務服務平台注冊過賬號,請用原科技部政務服務平台的賬號登錄。

實名認證
企業首次登錄需要進行實名認證,認證通過後方能在平台辦理相關業務。

進入火炬中心業務辦理平台
在「服務事項」中查找「火炬中心業務辦理平台」模塊進入辦理,如果右側清單空白,可以嘗試在右上角紅框處搜索或更換其他瀏覽器(谷歌瀏覽器、360極速模式、IE9以上)。

依次填寫第1步至第4步,每步填寫完點擊「保存數據」按鈕進入下一步,全部填寫完成後建議先點擊 「檢查和原因」進行自查,確定沒有再需修改的數據後,點擊「提交」。
注:
高企發展情況數據提交時(若被打回,需要再次提交),會自動推送至高企系統;若提交時未成功推送至高企系統(由於網路通訊等原因),可以點擊本界面右上角的「同步」按鈕,進行手動推送。
三、填報注意事項
1、高企發展情況報表只能在火炬統計調查系統中完成填報及修改工作。
2、系統中的「高企發展情況報表」與「火炬統計企業年報」不是同一份報表,請注意不要混淆!
3、企業在填報時應注意符合國家高企的基本門檻,如科技人員佔比、高新產品收入佔比、研發費等(詳見「常見錯誤」)。
4、企業提交後須登錄「高企認定系統」中查看是否通過審核,點擊「查詢審批進度」,顯示「認定機構通過」後才算完成填報工作。
5、登錄賬號為企業申報國家高企時所設置的賬號、密碼,若賬號、密碼丟失,可根據登錄頁面上的提示找回密碼。
四、填報常見錯誤
1、科技人員數不能為0,一般應超過10%。
2、高新技術產品(服務)收入佔比不得低於60%。
3、享受高新技術企業減免10%企業所得稅數據如實填寫。
4、研發費不能為0;在中國境內研發費不能為0;占銷售收入比重一般應符合3%、4%、5%要求。
5、「基礎研發費用」企業一般不涉及,只需要填「0」。

國家級火炬計劃項目管理辦法（試行）
【第一章 總則】
第一條 火炬計劃是經國務院批准，由科技部組織實施的高新 技術產業發展計劃。其宗旨是促進高新技術成果的商品化、產業化 和國際化。火炬計劃項目是火炬計劃的重要組成部分。為進一步推 動火炬計劃項目的組織實施，充分發揮火炬計劃在發展我國高新技術產業中的引導、示範作用，根據國家有關政策規定，制定本辦法。
第二條 火炬計劃項目分為國家級和地方（省、自治區、直轄 市、計劃單列市）級兩種，實行國家和地方兩級立項和管理。各地的國家級火炬計劃項目評審權屬當地省、自治區、直轄市、計劃單列市科技行政管理部JI（以下簡稱省、市科技行政管理部門。
國家級火炬計劃項目的認定立項權屬科技部。科技部火炬高技術產業開發中心（以下簡稱科技部火炬中心）是國家級火炬計劃項目的歸口管理部門。具體負責組織實施國家級火炬計劃項目。
第三條 國家級火炬計劃項目管理堅持突出重點、強化創新、分類指導、加強服務的原則；堅持以市場為導向，企業為主體，引入競爭機制，實行動態管理；堅持因地制宜，保證項目質量，發揮示範引導作用。鼓勵並優先支持高新技術產業開發區、火炬計劃產業基地、火炬計劃重點高新技術企業、科技型中小企業申請和實施國家級火炬 計劃項目。 鼓勵科研院所、高等院校同企業結合，共同承擔國家級火炬計劃項目。
【第二章 申報】
第四條 國家級火炬計劃項目分為一般項目和重點項目。國家級火炬計劃項目。是以國內外市場為導向；以國家、地方和行業的科技攻關計劃、高技術研究計劃（"863"計劃）成果以及其它科研成果為依託，以發展高新技術產品、形成產業為目標，擇優評選並組織實施的高科技產業化項目。
從國家級火炬計劃項目中擇優認定重點項目。重點項目應具有我國自主知識產權，技術水平在國內同行業中居領先地位，項目產品市場前景好，產業規模大；有較強的市場競爭能力和較大的市場覆蓋面，是國家重點發展的高新技術產業。重點項目應在同行業中 有示範帶動作用，在地方經濟中起支柱作用。
第五條 申報渠道與要求：
1、國家級火炬計劃項目申報工作，由各省、市科技行政管理部門負責；國務院部委（局、總公司）的直屬單位可通過部委（局、總公司）科技司（或相關部門，下同）申報，但項目承擔單位應先將申報書抄報所在省、市科技行政管理部門蓋章備案。部委（局、總公司）科技司只能申報國家級火炬計劃項目。
2、申報國家級火炬計劃項目，項目承擔單位須提交的申報材料：
①國家級火炬計劃項目申報書（附件1）；
②國家級火炬計劃"項目可行性研究報告；
③計算機軟盤。
申報重點國家級火炬計劃項目，須提交的申報材料：
①重點國家級火炬計劃項目申報書（附件2）；
②重點國家級火炬計劃 項目立項申請報告；
①計算機軟盤。
報送各省、市科技行政管理部門或部委（局、總公司）科技司進行評審。
【第三章 評審與認定立項】
第六條 各省、市科技行政管理部門及部委（局、總公司）科技司按照《國家級火炬計劃項目立項條件與評審標准（附件5）》， 組織專家對申報項目進行評審。對符合條件的項目擇優排序，按規定時間，將申報材料、專家評審組綜合意見和項目匯總表（附件3、附件4）及項目匯總軟盤等報送科技部火炬中心申請認定。
第七條 科技部火炬中心聘請技術、經濟和管理等方面專家組 成"國家級火炬計劃項目專家認定委員會"，對申請項目進行審查認定。在此基礎上，科技部火炬中心按照突出重點、保證水平、推動創新、提高效益的原則，提出當年國家級火炬計劃項目的立項建議；經科技部發展計劃司綜合平衡並報科技部領導批准後，由科技部下達當年國家級火炬項目計劃，並抄送國家有關金融部門。
第八條對認定立項的國家級火炬計劃項目、重點國家級火炬計劃項目，科技部火炬中心頒發項目證書。
【第四章 資金】
第九條 火炬計劃項目實施需要多渠道、多形式籌集資金。其中以單位自籌、銀行貸款和投資機構的投資為主。
第十條 需申請貸款的國家級火炬計劃項目，項目承擔單位在接到立項通知後，須報送《科技開發貸款項目申請表》及有關材料，由科技部向國家有關銀行推薦。省、市科技行政管理部門要協同項 目承擔單位，按照銀行要求做好貸款評估和落實工作。
第十一條 符合科技型中小企業技術創新基金立項條件的國家級火炬計劃項目可優先得到基金的支持。各省、市科技行政管理部門應優先將國家級火炬計劃項目納入當地政府扶持高新技術產業發展的基金計劃，以獲得補助、貼息等資金支持。各省、市科技行政管理部門應根據當地條件，建立投資擔保機構，重點支持國家級火炬計劃項目，保證其順利實施。
【第五章 跟蹤管理與服務】
第十二條 國家級火炬計劃項目統一納入省、市科技行政管理部門的管理渠道，其經常性跟蹤管理工作主要由省、市科技行政管理部門負責。
第十三條 國家級火炬計劃項目認定立項後，承擔單位要嚴格按照火炬計劃項目管理的有關規定，認真組織實施。各省、市行政管理部門要協助項目承擔單位和當地有關部門、銀行，落實資金和有關扶持政策，協助解決項目實施過程中的有關問題。 凡立項後，兩年內不能正常執行的項目，將取消其國家級火炬計劃項目的資格。
第十四條 科技部火炬中心以多種形式對國家級火炬計劃項目特別是重點項目，積極提供服務，在市場、信息、資金、管理等方面給予支持。
【第六章 驗收】
第十五條 國家級火炬計劃項目實施達產後，都要按有關規定進行驗收。一般項目的驗收工作由省、市科技行政管理部門負責。
對驗收合格的項目，省、市科技行政管理部門簽署驗收意見後報科 技部火炬中心備案。重點項目的驗收工作由科技部火炬中心負責。 對全面達到項目申報書中各項指標要求，年銷售收入超過5000萬元的國家級火炬計劃項目，經省、市科技行政管理部門申請，也可田科技部火炬中心組織驗收。
第十六條 經省、市科技行政管理部門審查同意驗收的項目，科技部火炬中心根據《國家級火炬計劃項目驗收審批表》（附件6）， 頒發項目驗收合格證書。
第十七條 驗收不合格或中斷的國家級火炬計劃項目，由省、市科技行政管理部門予以結題或做撤項處理，並報科技部火炬中心備案。
【第七章 統計】
第十八條 項目統計工作是國家級火炬計劃項目管理工作的一個重要組成部分。國家級火炬計劃項目統計工作，由省、市科技行 政管理部門負責。各省、市科技行政管理部門應在規定時間內，將上一年度《國家級計劃項目執行情況調查表（火炬計劃）》報送科技部火炬中心。
第十九條 凡認定立項的國家級火炬計劃項目都要進行統計。 驗收合格的項目，自通過驗收年度起再統計三年。結題或撤消的項 目，自審批機關確定結題或撤消之日起不再統計。
【第八章 獎勵】
第二十條 對優秀火炬計劃項目和在實施火炬計劃項目工作中取得優異成績的集體和個人，按《國家科學技術委員會火炬獎勵辦法（試行）》規定的條件給予表彰和獎勵。各省、市科技行政管理 部門應根據本地情況，制定相應獎勵辦法。
【第九章 附則】
第二十一條 本辦法自公布之日起施行。原國家科委一九九四年公布的《國家級火炬計劃項目管理辦法》同時廢止。
第二十二條 本辦法的解釋權和修改權屬科技部。
